“They’re like a plague of locusts,” said Sal Congemi, one of about a dozen residents who attended the Woodhaven Residents Block Association on Saturday to voice their concerns about the students. “It’s been a problem for a long time, but this year the kids seem to be much more rowdy and causing more damage.”
