Ed Wendell, who grew up in Woodhaven, Queens, used to dream of moving to a small town upstate where he and his wife would know all their neighbors. Then he became involved in local organizations in Woodhaven and met its residents. "It turned out we were living in the small town we were looking for—we'd been there all along," says Mr. Wendell, now the president of the Woodhaven Residents' Block Association.
